ซักซ้อมใหญ่พร้อมรับภัยดินถล่ม 9 จังหวัดภาคเหนือ​

กรมทรัพยากรธรณีจัดใหญ่ซักซ้อมแผนการเฝ้าระวังแจ้งเตือนภัยดินถล่ม เครือข่ายเฝ้าระวังแจ้งเตือนภัยดินถล่มภาคเหนือ 9 จังหวัด ผนึกกำลังอาสาสมัคร กำนัน ผู้ใหญ่บ้าน และข้าราชการจากหน่วยงานที่เกี่ยวข้อง พร้อมรับมือและแจ้งเตือนภัยได้ทันท่วงที ลดความสูญเสียของชีวิตและทรัพย์สินบรรเทาความเดือดร้อนของประชาชนในพื้นที่เสี่ยงภัยดินถล่ม
เมื่อวันที่ 3 พฤษภาคม 2550 นายอภิชัย ชวเจริญพันธ์ อธิบดีกรมทรัพยากรธรณี เป็นประธานในการประชุม “ซักซ้อมแผนการเฝ้าระวังแจ้งเตือนภัยดินถล่ม” จังหวัดตาก ร่วมกับ ทสจ. ให้ความรู้กับกำลังอาสาสมัคร กำนัน ผู้ใหญ่บ้าน และข้าราชการจากหน่วยงานที่เกี่ยวข้องเพื่อสามารถแจ้งเตือนภัยล่วงหน้าให้แก่ชุมชนของตนเอง สำหรับการประชุมนี้จัดทั้งหมด 9 จังหวัด ในเครือข่ายเฝ้าระวังแจ้งเตือนภัยดินถล่มภาคเหนือ ได้แก่ จังหวัดเพชรบูรณ์ อุตรดิตถ์ แพร่ พะเยา เชียงราย เชียงใหม่ แม่ฮ่องสอน และตาก ตั้งแต่วันที่ 17 เมษายน-3 พฤษภาคม 2550
นายอภิชัย ชวเจริญพันธ์ อธิบดีกรมทรัพยากรธรณี เปิดเผยว่า พื้นที่หลายจังหวัดในประเทศไทยเกิดธรณีพิบัติภัยฉับพลันบ่อยครั้งและนับวันจะรุนแรงมากขึ้น ซึ่งแต่ละครั้งก่อให้เกิดความสูญเสียต่อชีวิตและทรัพย์สินของประชาชนในพื้นที่เป็นจำนวนมาก การเกิดธรณีพิบัติภัยฉับพลันนั้นเป็นภัยทางธรรมชาติที่ไม่สามารถยับยั้งได้ และเกิดบ่อยครั้งในฤดูฝน โดยเฉพาะพื้นที่ภาคเหนือในรอบ 10 ปีนี้ เคยเกิดดินถล่มมาแล้วและได้รับความเสียหายมาก
“การบรรเทาความเสียหายที่จะเกิดขึ้นนั้นต้องการความร่วมมือของราษฎรในพื้นที่เสี่ยงภัย เพื่อเฝ้าระวังและแจ้งเตือนภัยให้แก่ชุมชนของตนเองให้มีความรู้เหตุเตือนล่วงหน้าก่อนเกิดพิบัติภัยต่างๆและเพื่อเตรียมความพร้อมในการรับมือสถานการณ์ที่เกิดขึ้นในฤดูนี้ของภาคเหนือ ซึ่งการร่วมมือกันทุกภาคส่วนนี้จะช่วยเบาเทาลดความเสียหายที่จะเกิดขึ้นได้มาก โดยให้ประชาชนมีส่วนร่วมมากที่สุด ซึ่งได้รับการสนับสนุนข้อมูล อุปกรณ์ มาตรการ และวิธีการแจ้งเตือนภัยล่วงหน้าจากภาครัฐที่เกี่ยวข้อง” นายอภิชัยกล่าว
การสัมมนาในครั้งนี้จะช่วยเพิ่มความรู้ความเข้าใจในการเฝ้าระวังภัยและเครือข่ายได้แลกเปลี่ยนความรู้ ประสบการณ์ในการปฏิบัติงานรวมทั้งเป็นการกระตุ้นเตือนและซักซ้อมการปฏิบัติงานของเครือข่ายให้มีประสิทธิภาพมากยิ่งขึ้น อาทิความรู้เกี่ยวกับ การเกิดธรณีพิบัติภัย สิ่งบอเหตุล่วงหน้า ความถี่ของพายุฝนในเขตภาคเหนือ ประสบการณ์เผชิญวิกฤติธรณีพิบัติภัย การเฝ้าระวังเตือนภัย และการบรรเทาจากการเกิดธรณีพิบัติภัย
นอกจากนี้ยังเป็นการเสริมสร้างสมรรถนะประชาชนและทุกฝ่าย ให้มีส่วนร่วมในการบูรณาการ การใช้ประโยชน์ทรัพยากรธรณีและสิ่งแวดล้อม พร้อมต่อยอดภูมิปัญญา และเสริมสร้างความแข้งแกร่งของชุมชนในพื้นที่ ตามหลักธรรมาภิบาล เพื่อร่วมกันดูแลรักษาและฟื้นฟูทรัพยากรธรรมชาติและสิ่งแวดล้อม อีกทั้งยังช่วยฟื้นฟูสภาพเสื่อมโทรมที่เกิดจากธรณีพิบัติภัยในพื้นที่วิกฤติ

เมื่อเวลา 21.30 น.เมื่อคืน (15 พ.ค.) นายสมพล สุปการ หัวหน้าสถานีอุตุนิยมวิทยา จ.เชียงราย เปิดเผยว่า ได้รับรายงานจากศูนย์บังคับการบินท่าอากาศยานเชียงราย ว่าเกิดเหตุแผ่นดินไหว โดยสามารถรับรู้สึกแรงสั่นสะเทือนได้ในหลายพื้นที่ของ อ.เมืองเชียงราย โดยเฉพาะราษฎร ที่อาศัยอยู่ในอาคารสูง บริเวณหน้ามหาวิทยาลัยราชภัฏเชียงราย ต.บ้านดู่ อ.เมืองเชียงราย พบว่ามีแรงสั่นสะเทือนมากพอสมควร

รายงานข่าวแจ้งว่า เหตุแผ่นดินไหวครั้งนี้มีแต่ประชาชนที่อาศัยอยู่ตามพื้นที่สูงที่รับรู้ความรู้สึกได้ แต่นักท่องเที่ยว ที่เข้าพักตามโรงแรมสูงในเขต อ.เมืองเชียงราย หรือประชาชนที่อาศัยตามอาคารสูงหลายชั้นก็ไม่ได้มีอาการแตกตื่นจากแรงสั่นสะเทือนแผ่นดินครั้งนี้แต่อย่างใด

ล่าสุดมีรายงานว่า แผ่นดินไหวครั้งนี้มีศูนย์กลางชายแดนไทย-ลาว-พม่า ใกล้ จ.เชียงราย ความแรง 5.1 ริกเตอร์
